Budget law for 2026–2028 sets capital investment amounts and funding sources
The law on the republican budget for 2026 and the planned period of 2027–2028 (Article 5) sets out state investment spending and the sources of financing for capital expenditures.
Under the document, 27.68 billion som in capital investment is предусмотрено for 2026. Of this amount:
17.68 billion som is allocated to the construction of the Barskoon–Bedel road;
another 10 billion som is earmarked—based on priority—for completing or continuing design work, construction, major repairs, and reconstruction of socio-economic facilities, drinking water systems, irrigation, roads, as well as facilities related to national security, law and order, the armed forces, and other strategically important sites under an approved 2026 list.
The funding sources also include proceeds from the issuance of government treasury bonds, which are to be placed on deposit accounts in commercial banks.
Planned capital investment volumes for 2027–2028 are set at 27.86 billion and 27.9 billion som, respectively. The Barskoon–Bedel road is allocated 17.86 billion som in 2027 and 17.9 billion som in 2028.
Separately, the law approves funding for incentive (matching) grants: 1.5 billion som each year in 2026, 2027, and 2028, with priority for local self-government bodies that receive subsidies from the republican budget.
